The Cost to Equip our Firefighters

I occasionally get questions about what it costs to properly equip our firefighters, so I thought I’d give you a look at what’s involved.

Providing modern protective equipment isn’t just the right thing to do—it’s essential for the safety of our volunteers and a legal responsibility of the District. Sending firefighters into dangerous situations with outdated or inadequate gear puts them at unnecessary risk and can expose the District to significant liability.
In several areas, Sunshine has been among the first fire districts in the county to adopt newly developed protective equipment that offers meaningful improvements in firefighter safety. Those improvements may seem incremental to the public, but to the firefighter relying on that equipment in a life-threatening situation, they can make a very real difference.
Managing this equipment is also an ongoing responsibility. Every piece of protective gear must be tracked for its condition, maintenance history, and age to ensure that worn or expired equipment is identified and replaced before it is ever used on an emergency scene.
The Price of Protection: Understanding the Costs of Firefighting PPE
Firefighters put their lives on the line to protect our district and other communities, facing unimaginable heat, toxic smoke, and treacherous environments. To survive these grueling conditions, they rely on highly specialized Personal Protective Equipment (PPE). However, the armor that keeps our first responders safe comes with a staggering price tag. The gear required differs drastically depending on the environment, creating unique financial challenges for fire departments worldwide. We cannot use the same equipment for wildland fires that we use for structure fires, for example.
Here is a breakdown of the true cost of outfitting both structural and wildland firefighters. Much of it frequently changes (only in one direction!).
Structural Firefighting PPE: Armor for the Inferno
Structural firefighters face intense heat within enclosed spaces, falling debris, and hazardous materials. Their gear, often referred to as "bunker gear" or "turnout gear," is heavy, highly thermal-resistant, and strictly regulated by the National Fire Protection Association (NFPA). It is designed to provide a thick barrier between the wearer and a flashover scenario.
Here is a look at the typical costs to outfit a single structural firefighter:
Turnout Gear (Coat & Pants): Made from multiple layers of advanced materials like Kevlar and Nomex, this is the primary defense against flames, moisture, and extreme temperatures. Cost: $3,000 – $5,000
SCBA (Self-Contained Breathing Apparatus): Perhaps the most critical and expensive piece of equipment, allowing firefighters to breathe clean compressed air in smoke-filled, toxic environments. Cost: $6,000 – $10,000
Helmet: Designed to deflect radiant heat and protect against falling objects, complete with a specialized face shield or flip-down goggles. Cost: $300 – $600
Boots: Heavy-duty, steel-toed rubber or leather boots that resist punctures, crushing impacts, and melting. Cost: $400 – $600
Gloves & Hood: Specialized, multi-layered heat barriers for the hands, as well as a flame-resistant particulate hood that protects the vulnerable neck and jawline. Cost: $150 – $250
Total Average Cost per Structural Firefighter: $10,000 – $16,500+
Wildland Firefighting PPE: Mobility Meets Durability
Wildland firefighters face entirely different hazards. They battle fast-moving blazes in rugged terrain, often hiking for miles and working exhausting, multi-day (or night) shifts in extreme weather. For these crews, heavy structural gear would quickly cause deadly heatstroke. Their PPE must prioritize breathability, mobility, and long-term comfort while still providing vital flame resistance.
The cost breakdown for a wildland firefighter's PPE is generally lower than structural gear, but it still represents a significant upfront investment:
Brush Shirt & Pants: Made from lightweight, flame-resistant materials (like single-layer Nomex or Tecasafe Plus) that allow for ease of movement, resist tearing on brush, and mitigate internally generated heat stress. Cost: $250 – $1,000
Fire Shelter: A critical, life-saving deployable tent made of heat-reflective material (aluminum foil bonded to fiberglass), used as an absolute last resort if a crew is overrun by fire. Cost: $400 – $800
Wildland Boots: Heavy-duty, all-leather boots (typically required to be a minimum of 8 inches high) with melt-resistant, lugged soles designed for traction on steep, uneven ground. Cost: $300 – $600
Line Pack: A specialized, ergonomic backpack designed to carry heavy loads of water, emergency rations, and personal gear over long distances. Cost: $300 – $500
Helmet & Goggles: A hardhat-style helmet with a wide brim to protect against falling branches and debris, paired with high-temperature, anti-fog goggles. Cost: $100 – $400
Gloves: Durable, full-leather work gloves that allow for maximum dexterity while handling chainsaws or hand tools, all while resisting heat and abrasions. Cost: $30 – $100
Total Average Cost per Wildland Firefighter: $1,500 – $4,000+
The Hidden Costs: Lifespans and Maintenance
The financial burden for fire departments doesn't end with the initial purchase. To ensure maximum safety, NFPA regulations mandate that all structural firefighting turnout gear be retired and replaced every 10 years from the date of manufacture—regardless of its physical condition or how often it was used. At Sunshine we follow this regulation. Furthermore, SCBA air packs require mandatory annual testing and have strict end-of-life replacement protocols. If you see a large trailer parked at the station in the spring, that’s the vendor that comes by and tests our bottles and air packs.
For wildland firefighters, the intense physical toll of the job means their gear degrades incredibly fast. Brush pants rip on thorns, expensive leather boots wear down to the sole from miles of hiking over jagged rocks, and repeated exposure to ash, soot, and sweat physically compromises the fabric's protective integrity over time. Consequently, active wildland PPE often needs to be replaced long before it reaches a decade of use.
The Bottom Line
The price of protection is undeniably steep. Outfitting a single structural firefighter can easily top $15,000, and a wildland firefighter requires several thousand dollars in highly specialized gear just to step foot on the fire line. For career municipal departments, federal land management agencies, and especially underfunded volunteer fire departments, these numbers represent a massive, continuous budgetary hurdle. Is this much easier for the City of Boulder Fire Department than for us? Obviously. Ultimately, investing in high-quality PPE is not just about meeting regulatory safety standards—it is a mandatory investment to ensure that those who risk their lives for the public have the absolute best chance of coming home safely.
